For the measure provides that local rent control boards, appointed by the governor, would decide how much to increase rents without any Washington vote. The Indianapolis board, appointed by Gov. Per Capita Expense Up $201 Since 1939 NEW YORK, Mar. 16 (UP)— The total per-capita cost of runmning the Federal government has risen $201 per year since 1939, the Tax Foundation said in a report released here today. It is approaching $270 a year. War, the foundation pointed out, was mainly responsible for the increase. The total estimated expendi{tures for the fiscal year 1948 are $37, 728,000,000, according to the laccounted for almost $23 billion 'of this. The balance—or a little more than $15 billion—covered the remainder of our national expense account which includes: Social welfare, health and security, housing, education, agriculture, development of: natural resources, transportation and communication, finance, commerce, industry, general government, interest on the public debt, refunds of receipts, and reserve for contingencies.
