Residents over most of the na-|
tion east of the Rocky Mountains today were forced to look at their calendars rather than their thermometers for reassurance that spring is only a few days away. The calendars said Mar. 12 but the thermometers reflected January tem from the 33 reco! La, to the —15 reading at Cadillac, Mich., and from the —1 at Dodge City, Kas. to 35 at Atlanta, Ga. sCadillac and Iowa* City, Ia. shared the dubious honors of having the coldest temperatures in the nation. It was —12 at Burlington, Vt., —11 at Findlay, O., ~=§ at Grand Forks, N. D., —8 at St. Joseph, Mo., and Quincy, III. apd —7 at Erie, Pa. Binghamten, N. Y., and Syracuse, N. Y. Early Relief Predicted suThe weather bureau said the temperatures would rise rapidly in the western section of the ‘vast cold area today and higher temperatures would prevail over the entire nation by tomorrow night. iThe conditions which brought heavy snow to most of the Middle West during the past few days has moved out to sea after disrupting highway, rail and air travel over a wide area. The Air Force sent a helicopter to rescue six men isolated in a blizzard-locked oil field southeast of Great Bend, Kas., yesterday, but the men walked back after battling the - elements, Horses and bulldozers had failed to break through 15-foot snow drifts, The men showed no ill-effects from exposure.

TONIGHT AND TOMORROW-—See those large cold arrows on the Fotocast. They tell in one | word the nation's weather story for the next 24 hours. A continued invasion of cold Canadian air U. S., as shown by the air mass and air flow arrows. Thermometers will drop well below seasonal normals all over the country except for the southern tip. of Florida. Miami will report a minimum of 65 degrees. Still colder weather is the prediction from New Jersey to Louisjana. Apparently old man winter is trying to outdo himself, for government records show this has 1 been one of the coldest winters of modern times. March is surely acting the lion, for the calendar shows spring is supposed to be only a week away.

Committee for Traffic Safety, meeting in the Hotel Statler. If official action is to be “firm, impartial and adequate,” support must come from every community in Indiana, Mr. Bath outlined. Explains Program He described the Indiana Traffic Safety Commission, authorized by the last Legislature to further curb incompetent drivers. Strides in reducing Indiana’s traffic toll began when the Bureau of Motor Vehicles was reorganized and records of drivers were streamlined and made more available by’ microfilming, the Secretary of State painted out. Every bit of data on an individual’'s. driving record was placed under his name and kept up-to-date as a further aid to bringing to account the 4 per cent of incompetent drivers causing more than one-third of all accidents, Mr. Bath explained. ‘Snag’ 700 Violators “Approximately 700 motorists with illegal licenses were snagged in the first few weeks the system was in operation,” the official continued. ¢ “Indiana was using a horse-and-buggy system of ‘keeping tab on an atomic-age problem posed by over one million automobiles and 1% million drivers.” . Mr. Bath said he was “satisfied” the new system ‘will “go far” toward eliminating negligent and incompetent drivers and reducing accidents.

Yank Found Shot With ‘Dum-Dum’
U. S. Army Lodges
Protest With Russ
WASHINGTON, Mar. 12 (UP) —The Army today sought “satisfaction” from Russian authorities for the dum-dum bullet shooting of an American soldier in Vienna. It said Lt. Gen. Geoffrey Keyes, U. 8. commander in Austria, already has protested to Russian officials about the action of a Soviet sentry and has asked them to take steps “to prevent such incidents.” However, it appeared unlikely that . the Russian authorities would apologize, since they already have lodged a protest of their own in which they claim the sentry fired in self-defense. In an interim report on Monday's incident, Gen. Keyes told Army officials here that Pfc. Jack Grunden, Portland, Ore., was shot in the back and wounded after he and his companions had tried to ignore a “filthy remark” by a Russian soldier, Ballistics reports showed, Gen. Keyes said, that Mr. Grunden’s arm was shattered by a “bullet of explosive dum-dum type.” Dum-dum bullets, which expand on impact, are barred by the laws of international warfare. Gen. Keyes said the bullet was of German or Russian origin.
