became law. The department will request about $50 million for the fiscal year beginning July 1. It expects to get the exchange program rolling late this year and have it in high gear in 1949. The program eventually may find as many as 10,000 U. S.

Not Sure of Number

The department's division of international exchange of persons isn't sure of the ultimate {number yet. It won't” be until {it knows jist how much money {Congress will appropriate and {how many foreign countries will | co-operate. As it makes preliminary plans, {however, the division is receiviag ja growing number of requests | for information about making | application for foreign study. The State Department already has such a student exchange arrangement with Latin-Ameri-can countries. It expects to extend the new program to most of the other countries of ‘he world except, at this point, Russia and her satellites.

By PAUL S. KATIGBAK . Times Foreign Writer MANILA, P. I, Mar. 12— United Nations truces and Philippine government orders apparently are scraps of paper to the Moro gunrunmers of /Minddnao Province. That these Filipino non-Chris-tians have taken’ both actions lightly is emphasized by the news that 100 of ‘their fast sailboats, used to supply Indonesian Republicans with arms and ammunition, have been impounded in Menado, Dutch Celebes, and their crews jailed here. Negotiations are being conducted in Manila between Filipino customs officials and the Netherlands legation to effect “amicable” release of crafts and men. But whether the “munitions merchants” learn any lesson remains to be seen. For months, the Moro gunrunners have been eluding a tightened Philippine shore patrol to run war supplies across the Celebes Sea.
