Declares Cut Will Put Check Upon Inflation

WASHINGTON, Mar. 9 (UP)— The U. 8. of Commerce said today an immediate tax cut would give the nation “the best insurance available against a recession.” : Indorsing the objectives of the Republican-sponsored $6.5 billion tax reduction bill, the chamber said a tax cut now would contribute greatly toward inflation and bolstering the national economy. The chamber’s views on taxes were presented to the Senate Finance Committee in a statement prepared by Ellsworth C. Alvord, chairman of the chamber’s committee on federal finance. The chamber also opposed any peacetime revival of an excess profits tax. Secretary of Commerce W. Averell Harriman later told the committee that taxes should not pe cut until inflationary pressures are gone. ol The Senate Finance Committee hopes to have a tax bill ready for Senate action next week. The House - approved the full $6.5 billion tax cut. But the Senate committee is expected to‘ trim the amount to between $4.5 billion and $5 billion: with a view to winning support in the drive to override President Truman's anticipated veto.
House GOP Stands Pat | In Combining All Aid | House Republican leaders to-| day rejected—at least temporarily —Secretary of State George C. Marshall's plea that the House Keep other foreign aid out of the European Recovery Program. At a conference with Senate President Arthur H. Vandenberg (R. Mich.) they stood pat on their plan to include the ERP in a “single package” with the administration’s request for $570 million in Chinese aid and an extra $275 million ‘for Greek-Turkish aid. . Mr. Marshall had appealed personally to Speaker Martin yesterday to consider the ERP program separately in the interest of speed. : The Senate is considering the ERP program separately from the Chinese and Greek-Turkish programs.
House Group Ponders Senate Rent Lid Bill
The House Banking Committee went to work on rent control legislation * today with indications that .it would: make -no substantial changes in the “Senate-ap-proved bill. Under the Senate bill, Federal rent control would be continued until April 30, 1949. The present rent control law expires Mar. 31. Chairman Jesse P. Wolcott (R. Mich.) of the House Banking Committee expected several changes to be made in the bill, but mostly of a minor character. For one thing, he said, the House may insist on a definite allocatior of powers to local rent control boards. Under the’Senate bill the local boards can make recommendations to the rent administrator
but he is not bound to follow them.

Speaker Joseph W. Martin Jr. (R. Mass.) said the states are taking their time about. acting on the amendment to limit U. 8. Presidents to two terms. So far only 19 of the required 36 states have approved the two-term ‘tenure.
