Tobey Wonders Why Colonel Was Not Tried

Chairman Charles W. Tobey (R. N. H.) of the Senate Banking Committee said he wants to find out why former Brig. Gen. Bernhard A. Johnson, now a colonel serving with the- Army at Tokyo, has not been court martialed for his conduct as head of the Foreign Liquidation Commission in China in 1946. x

The charges against Col. Johnson were cited during committee hearings yesterday on confirming President Truman’s appointment of Thomas B. McCabe of Philadelphia to head-the Federal Reserve Board.

Mr. Tobey cited findings of the Senate War Investigating Committee which criticized Mr. MeCabe’s management of the Foreign Liquidation Commission. The committee chairman also accused Mr, McCabe of repeatedly ignoring complaints about Col. Johnson's performance. . : Among the charges levelled at Col. Johnson, a former Minneapolis investment broker, were the use of his post to “negotiare” a $35,000-a-year job with the Chinese government, and turning down a bid of $7 million hy American oil companies for surPlus tankers which later were sold to the Chinese for $400,000.
