Police Promis ‘NEW YEAR'S EVE revelers who climb behind steering wheels of cars and weave tipsily down the street are in for more trouble than traffic acéidents, the city police department warned today. They probably will welcome the New Year from a jail cell. Repeating last year's program, traffic blockades will be established on city streets after 6 p. m. tomorrow, Inspector Audry Jacobs said. Every hyailable traffic policeman will be assigned to the duty in an effort to cut the threatening holiday toll.
