GOP Bloc Seeks fo Ban Building Trades Tieup

WASHINGTON, Dec. 25 (UP)—A

group of Republicans on the House.

Labor Committee are discussing a modification of _the Taft-Hartley Act to head off strikes in the “uildIng trades industry next spring, it was learned today. The Republicans are concerned oveg- the closed-shop ban which, they said, may disrupt traditional working relationships in the industry. They have yet to formulate & specific proposal. The. building ‘traded industry customarily operates under master agreements sighed between the unions and contractors’ associations in the spring. Bans Discrimination The Taft-Hartley Act's -slosed shop ban forbids employers to “discriminate” between workers who are not. members of a union, Labor organizations have told tlie Republicans that one contractor) with union-busting ideas could disrupt any working. arrangement. They maintain that the complex craft organization of the building trades would be torn apart if that happened. Rep. Richard M. Nixon (R. Cal) said the union complaint “presents a serious problem.” He added that it is one “which should be met in some form.” Seek to Avert Tieup “We would not want to run into a breakdown of working relationships’ in the building trades in the spring,” he said “It would be especially serious in view of the current housing. shortage’ Mr. Nixon said the question had been discussed with union leaders in the AFL building trades departments but that no solution had been offered as yet. The union men, he added, have proposed that they be exempted

from the Taft-Hartley Act as are

the Railroad Brotherhoods. x “I don’t know whether that. would be a solution,” Mr. Nixon said. “There may be some way that we could rewrite the provision of the act and retain the principle but permit the writing of effective mas-| ter agreements.”
