The State Clemency’ Commission has announced it will hear the petition asking commutation of a: death sentence for Ralph Lobaugh, 31, at 3 p. m. Friday. Lobaugh walked into the Kokomo police station last June and said he wanted to confess the unsolved murders of three Ft. Wayne women during the war, After making what Ft. Wayne, authorities said was a full confession, Lobaugh repudiated it. He later retracted his. repudiation. and was sentenced two months ago tol die in the electric chair Feb. 9.
