Anti-Inflation Bills
Stir Confusion |
All Agree Buying Bonds a Fine Idea iy By EARL RICHERT Seripps-Howard Staff Writer WASHINGTON, Deé. 5 — About the only agreement so far be tween Cabinet members plugging for the Presidenit's anti-inflation program and Republican Con-~-gressmen is that it would be fine for all of us to buy more U. 8.
for a new bond« selling campaign to siphon off more money from Mr. Richert the general publi¢ and use it to retire government bonds held by banks, thus reducing the money supply. Sen, Robert A. Taft (R. O) has SPplalided Secretary Snyder's plan. He sald he was sure Congress would give the Treasury money to ‘expand its bond-seélling staff for the job. Many Ideas, All Different Otherwise, confusion prevails in the anti-inflation battle in Washington, Everyone wants to stop inflation. But néarly everyone has different ideas as to how it should be done. Many have comé forth with their | own programs. Republican leaders such as Rep. Jesse Wolcott (Mich), chairman of the House Banking Committee, have | complained about the “vagueness” | of the administration's program, suggesting they want to see detailed bills covering the President's pro-| posals, Rep. 8am Rayburn (Tex.), House | minority leadér, says- there would have been cries of “dictation” had the administration submitted detailed bills with the President's pro-| posals, GOP Sees a ‘Plot’
Republican leaders think the ad- | ministration is trying to force them | to draft all anti-inflation bills, so| that if they don’t work the blame | will be on Congress. Adding to the confusion is dis | agreement among government leaders. Chairman -- Marriner Eccles | of the Fedefal Reserve Board wants to tighten thé money supply by re-| quiring banks to put up special reserves, thus reducing the amount available for loaning. He is opposed by Secretary Snyder who doesn’t want the government to have to pay more for what it borrows and by the advisory | council to the Federal Reserve sys-| tem which says bank loans have not béen an inflatiofiaty factor. Mr. Eccles ahd Sen. Taft also!
“want to reduce the amoufit of gov-|
ernment guarantéé on housing] loans, thus slewing home andapart- | ment constriction; easing” the de- | mand on matérials and creating a situatiofi Where prices éan drop. Agriculture Department officials have pald only lip service to the, Presideiit’s request for legislation] that would induce the marketing of livestock and poultry at lighter weights. Presumably this was done because the program could be made to work only through price control and rationing. Congress apparently has no ihtention of giving the administration these powers, Even the President's apparently noncontroversial request for restor-| ation of limited consumer credit controls seéms to be in jeopardy. Bankers have attacked it, contending that the loaning industry will police itself and that the restoration of such requirements as a 30 per cent down payment on automobiles and payments ih 15 months will make many with lower incomes sell their war bonds. Treasury reports show this is happening. Ben. Oapehart (R. Ind) contends that the restoration of con-| sumer credit controls would be “a| blow at the little people” since it| would fot affect those with the monéy to pay. The CIO, however, has indorsed” restoration of con-! sumer credit controls.
