Panic Buying Grips Soviets, U. S. Informed

WASHINGTON, Dec. 4 (UP)— Reports reaching the State Department sald today that a wave of panic buying was underway in-Mos-«w™ and other Russian cities,
This is believed due to rumors
~ that the government plans to boost prices and crack down on the coun-|
try's inflated supply of curgency. Some of the information was broadcast by the State Department's “Voice of America” yesterday in 23 languages—but not Russian, Supplemental reports to the U. S. government © said bank withdrawals already had been restricted to 200 rubles a day. Such action was taken because many people were buying anything in sight in anticipation eof the rumored crack down, it was said. Dispatches Blocked The account of inflation in Russia Was studied closely here in light of frequent reports that Communist! leaders are watching continually for, 8igns’'wf an economic crash in the United States. Attempts by American correspondents in Russia to file dispatches containing any hint of panic buying! have been blocked by Soviet censors, reports reaching the government here said. These reports said Soviet citizens In recent days hdd queued up at Moscow stores to buy dry goods, Jewelry, books, furs, food, books and durable goods. Some stores were sald to have posted signs that they were closed for repairs or inventory after their| shelves were stripped. The reports included such details 88 specific names of stores, For example, they said the Mostorg Men's Department Store on-Nov. 30 posted | & sign reading “closed for repairs.” Peasants Buying Many Russians, particularly peas- | ants, were said to be buying any-| thing they could find regardless of| its worth or intrinsic value. Scores of peasant women and poorly dressed workers, it was said, have been observed in Moscow| streets loaded down with large bun-| dles of crockery, Chinese vases, fur| coats and other goods. Two Possible Actions . Observers here believe the Soviet government may revise the country’s| whole price and financial structure in the next two weeks. They are| convinced the changes will be announced as moves to remove the “last remnants of capitalism” and! speculators from the Soviet scene. This is the way observers believe| the changes will be handled: ONE: Permission will be given to exchange old ruble notes for new| ones up to a total of two months of an individual's salary. The remainder apparently would be turned over to the government. Savings accounts may be partially blocked for some time. TWO: Many items will be removed from the ration list and pigher prices will be set for them. These items would be in non-es-sential or less-essential categories.

He will talk on “George Rogers Clark, Pioneer in Military Government.” The annual business meeting will be at noon, Dec. 13 in the Claypool Hotel. NATIONAL 24-HOUR YORECAST SUMMARY: Stormy and unseasonably cold weather will grip most sections east of the Rockies tonight and early tomorrow. Weather forecasters point out moist air from the Gulf of Mexico will feed most of this large storm area. A vigorous flow of cold Canadian air is expected to drop most sections 5 to 10 degrees below seasonal normals from Maine to North Carolina, in the Ohio Valley, Missouri and Arkansas.
