Testifies at Hearing Before NLRB

PERKINS Seripps-Howard Staff Writer 7 BALTIMORE, Oct. 23—The International Typographical Union has put before a National Labor Relations Board hearing here its]. reasons for a change in strategy in its fight against the Taft-Hartley a law. One aim of its original plan of offering “conditions of employment” to employers, said Woodruff Randolph, § president of the ¢¢ union, was “to find the employer's final point of resistance, to see how much he Mr. Perkins would stand for.” Mr, Randolph testified in the Inquiry which is being held on charges that the Baltimore printers’ union has refused to bargain with the Graphic Arts League of 32 printing firms here. This hearing is the first on charges against a labor union

Mr. Randolph, a gray-haired man of 55, who has a law degree, testfled that the “conditions of employment” plan first was used in states—Florida, Arkansas and others—that had enacted laws against the closed shop, which he said was

the Taft-Hartley law was enacted it was decided by the union to broach the plan nationally. But, said Mr. Randolph, NLRB Counsel Robert N, Denham, gave an opinion that this plan—*conditions of employment” decided only by the union without negotiation—was illegal. In addition, employers genrefused to accept the plan, he said, had as one aim the to find how much they would for. Changes Strategy

Consequently, “we thought it necessary to ‘hire a couple more

contracts offered to employers, “We limited the proposed new contracts to 60 days,” said Mr. Randolph, “because that is the period for strike notices under the TaftHartley law. If it had said 10 days, we would have offered 10day contracts. A longer period than that specified in the law for strike notices would be hazardous to the union. The employer might try to} put in non-union help and nonunion material, interfere with our jurisdiction and otherwise attempt to destroy our union.”

Fighting for Closed Shop

The ITU is fighting for the closed shop, he said, because three “union fundamentals are at stake.” He listed them as: ONE: The right to work only with union men. TWO: The right to work with union products. THREE: Maintenance of the union’s jurisdiction over all work in the type-using departments of printing plants. Cross-examination of Mr. Randolph was due to end today, and after the wind-up expected tomor-| row, William R. Ringer, NLRB's chief trial examiner, will prepare a report with recommendations to the board. NLRB then will have the job of determining whether the Jv has. violated the Taft-Hartley Ww.
