Outlines Peace Program Mr. Rickenbacker said congress should work out a program of “peace preservatives” including: ONE: A study of how far our resources will permit us to go in helping Europe, TWO{ Ascertaining what steps America must be prepared to take in event Europe should fail to respond to help THREE: Enactment of military training for American youth FOUR: Appropriations for an air force so powerful that it could reach sany part of the globe in 24 hours, FIVE: Creation of a navy “completely manned and up to date from {radar to rockets.” SIX: Expansion, in addition to the orthodox navy, of a carrier seaair arm SEVEN: Creation of “an adequate and effective alr-borne army free from mechanized cavalry truck-driven infantry and tractorpulled artillery.”
