Russ Tie Up UN Security Council

LAKE SUCCESS, N. Y,, Aug. 19 (U. P).~—Russia and the western powers tied up the United Nations security council today with their quarrels over.the Dutch-Indonesian conflict, the @rifé in the Balkans and the countries seeking United Nations memb-~rship. ONE: New developments in the Indonesian case threatened to pit Russia against the United States in a fight over the United Nations’ power to do more than issue ceasefire edicts in the fighting between Dutch and Indonesians, Russia insisted on more decisive intervention. The VU. 8. slipped toward The Netherlands’ view that the United Nations can do nothing more. TWO: The council headed for what Americans and British felt would be a showdown in the long fight over the Western powers’ attempt to install United Nations peace-keeping machinery in the Balkans and Russia's efforts to block it. It probably meant two more Russian vetoes and the transfer of the Balkans case to the forthcoming meeting of the general assembly. * THREE: For the second straight year, Soviet vetoes barred TransJordan, Ireland and Portugal from United Nations membership while American and British blackballs | closed the door to Albania and | | Outer Mongolia.
