By UNITED PRESS Convicts are entering the nation’s state and federal prisons at the rate of eight every hour, a survey showed today. In many states the adult prison population has increased sharply gince the end of world war II, the United Press survey disclosed. Except in rare. Instances, however, it has not approached the record highs set in some states in 1840 and 1041.
