WASHINGTON, July 25 (U. P).! «=Congfessional Republicans con-| Ceded today that President Truman isin a good spot to force them to * change their minds about personal income tax reduction next year. The présent plan of Republican | leaders is to forego.income tax reduction at the next session of congress and make a 1948 campdign issue of the two“tax vetoes which Mr. Truman invoked this year. * However, if Mr. Truman comes before congress next January and! proposes tax reduction—as many members of both parties fully ex-| pect him to do—the Republicans know they will be hard-pressed to refrain from passing a bill cutting income taxes substantially. | ,Can’t Face Public Democrats otherwise can be ex-| pected to use the argument of “look | who is delaying tax reduction now." | Many Republicans don't care for, the prospects of" facing the electorate on that basis. It isn't that G. O. P, leaders don’t! want taxes reduced. The point is| that they don't want the Democrats | to get the credit for reducing them. ~—especially in view of this year's presidential vetoes. : Chairman Harold Knutson of the fax-originating house ways. and means committee told a radio audience last night that it is* “highly fmprobable” that another effort will be made to cut taxes at the| hext session of congress. He said! Mr, Truman “will not approve any | fax reduction bill that is not basi€ally political.” Same Type Plan 3 3 ; “ The real difference probably Will SE EER fevolve about: the method of tax! feduction. \ The Republicans probably will} stick to the type of plan they spon-| sored this year—a 30 per cent cut] for low-income taxpayers and grads=! uated scale downward to a 10.5 per| cent reduction on income earned in excess of $302,000 annually. If Mr. Truman proposes tax re- | @uction, it probably will include an| increase in the present $500 personal exemption. That - would provide! the greatest tax relief where Mr. Truman believed it to be needed! most—in the low income brackets.| The middle and top bracket tax-| payers would hardly feel any re-| lief at all in a small increase in|
