Agree to Keep Ceiling Until Feb. 29, 1948; Expect Final Action Before Week-end WASHINGTON, June 13 (U, P.).—House-senate rent conferees confident today that congress will give Housing Expediter Frank R. Creedon funds to administer rent control th The house voted yesterday to liquidate: most government building controls—of July 1.
At almost the same time, the { on a bill to extend rent control through the first two months 1948—and to put Mr. Creedon charge of the program. Senator C. Douglass Buck "(R. Del.) said the compromise rent bill should be ready for final action before the week ends. Senator Glen H. Taylor (Ida), a Democratic con feree, said in advance he thinks President Truman should veto it.
The controversial bill would:
ONE: Freeze rent ceilings as of the date the measure becomes law. TWO: Permit individual landlords and tenants to .work out “mutual-consent” rent increases of 15 per cent where the landlord gives ‘a lease extending through Dec. 31, 1048. Increases would be] 15 per cent above “frozen” remt ceilings. THREE: Direct Mr. Creedon to set up volunteer rent boards to do most of the rent-control job. Boards could recommend area-wide decontrol or area-wide rent boosts. Their main task would be to assure -hardpressed landlords individual “bardship” relief. FOUR: End rent control on hotel accommodations, newly-rented, newly-built and converted housing, FIVE: Junk government bullding controls except for curbs on| construction of. theaters, bowling alleys and other “amusement” places. BIX: Put eviction cases under state - law, thereby discarding special safeguards such as the sixmonths notice now required for most evictions. SEVEN: Abandon the present enforcement set-up, but provide !that in the case of landlord viola‘tions tenants can sue for triple damages, or the rent administration can seek an injunction.
