Question naires will .go out this week In which Koreans of all political faiths will be given an opportunity to out line the kind of government they want, it appeared today. Maj. Gen. Albert E. Brown; chairman of the American members -of the joint United States-Soviet commission on Korea, sald, “the situation now looks hopeful.” Had “Misunderstanding” The Americans thought the Soviet members had agreed four days ago to broad consultations among Koreans. ' It develops, however, that there had been “a~misunderstanding” of the exact meaning of the phrase “broad consultations.” Now, Gen, Brown indicated, everybody . understands everybody else and all political parties are going to be permitted to express heir views. * Russian agreement to consult all political groups gets the commission safely over the hurdle which broke up last year's sessions. Then, the Russians would agree to consult only left-wing and Communist groups -— a proposal the Americans rejected.
