LOS ANGELES, May 22 (U. P) .— Too much money is upsetting this country's economic balance and we face a readjustment but not a depression, president Asa V. Call of the Pacific Mutual Life Insurance Co. said today. “The word depression is a misnomer,” Mr. Call told 350 members of the state chamber of commerce which he heads. “We face a necessary and inescapable readjustment.” “We have in the country today something in excess of $100 billion of money which was issued for goods which never came on the market or have been destroyed,” he said. As a result, Mr. Call said, there is an increasing demand for goods and services which is not offset by a replenishment of other goods and services, thus upsetting the economic

tralia disaster two months ago, new federal laws for safety in coal mines are not likely in this session of congress. Senator ‘Guy Gordon (R. Ore.) chairman of a subcommittee which investigated the Centralia blast, said he had found the general subject °

so complex, involving confligt between state and federal laws, it needs

much further study. Rep. Max Schwabe (R. Mu) ghairman of a house subcommittee which has been visiting coal mines, thought that ‘Investigation should * be continued after con- { gress adjourns for the summer, He proposes that new legislation be presented at the next. session, in January. Mr. Perkins A pending bill by Senator Harley M. Kilgore (D. W. Va.) would greatly extend federal authority over mine safety. There is no action to press it to a vote. However, there are stirrings within the industry indicating that’ the Impetus to safety work given by the Centralia tragedy will not be lost. Significant among these 1s recent appointment by the directors of the National Coal association of a national mine safety committee. This is made up of operators and technical experts, “to report promptly a program of improvement where necessary.” Industry Hails Move Industry spokesmen say that is the most important, safety step ever taken by mine management. The committee's scope is outlined to include the necessity of preserving management's responsibility for operating the mines, the desirability of supplementing state standards, laws and enforcement, of securing the co-operation of

miners and of preserving the effective werk of the federal bureau of mines under present law. The committee is directed to de« ' velop standards applicable to the individual states and. local cone ditions. Operators have traditionally re. sisted efforts to extend federal authority over coal mines and have insisted that enforcement of safety standards is a “police power’ ree served to the states under the constitution, When the bituminous coal mines were seized by the gove ernment «a year ago the U., 8, bureau of mines automatically bee came the chief safety agent, ale though it continued to work in coe operation with the state mining departments.
