HOT SPRINGS, Ark, April 25 (U, P.)~Dapper ex-Mayor Leo P. McLaughlin today was victor in a $200,000 breach of promise suit. The action was brought by 32-year-old Lucile Griffith of Oklahoma City, who accused him of reneging on promises of marriage. The all-married male jury deliberated one hour. Mr. McLaughlin denied that he had ever asked the comely brunet to marry him, The suit was filed last fall during
