Murray (D, Mont. for allowing his free mailing privilege to be used for newsletters criticizing Mr. Capehart's handling of the newsprint shortage investigation, ~ Mr. Capehart said the senate small business subcommittee, of which he is chairman, would subpena M. Monroe, of Mt. Vernon, N. Y., author of the newsletter “Space and Time.” He sald this was mailed all over the country under Mr. Murray's congressional frank. The Indiana Republican read the senate passage from the newsletter describing Mr. Capehart as an “honest if stumbling and myopic man” and stating that Mr. Murray “knows more about newsprint than all the Republicans put together.” “I would say,” Mr. Capehart de. clared, “that he knows more about
