Mr. Marshall and Ernest Bevin would side together and outvote him in any negotiations. So he hit on a clever plan which he sprung at the opening session. That was his proposal that the conference inquire into how the Big Three had fulfilled their 1945 pledges for a democratic, united China, and for withdrawal of allied forces at the earliest, Menace to China

This apparently innocent proposal contained several jokers:

{in China. Even if Mr. Molotov fafled to get*French aid for his antiAmerican action, the “imperialist” smear could be used to weaken the U. 8. not only in China and the Middle East but all over the world. | Marshall Surprised Mr. Molotov’s move worked to the extent of catching Secretary Marshall off guard—he had expected a proposal for informal talks outside of the conference which - might have helped both 4he U. S. and China.

h In verbal response Mr. Marshall | tried to make clear he was willing {to discuss China but Chinese rep|resentation was involved and there{fore he must ask time before giving | his answer. But the Marshall response was so worded that it was not clear to Mr, Bevin and Mr. | Bidault. :

The American delegation had failed in adequate liaison with the | Britain and also with the, Chinese, Secretary Marshall's aided he ob- | viously didn’t have time—failed to notify the Chinese ambassador here {of the Molotov proposal and did not explain how the United States. unwillingly had :been dragged into a conference discussion of it. This did not improve the American position. French Were Resentful

But at this point, luck turned from Mr. Molotov to Mr. Marshall. Mr. Molotov, while counting on Mr. Bidault, forgot that this was one | fleld in*which French face would | prevent a deal, | France always had nursed re- | sentment over the exclusion from the Big Three, and. acceptance of | the Mr. Molotov plan to involve her {in a Big Three fight over China would be embarrassing.

The matter was left open,

But the next day the Chinese government indignantly sent word through its neglected ambassador here that it would neither attend nor agree to any such discussion.
