As the conference rounded out its first week, the Big Four deputies on both Germany and Austria admitted| a complete stalemate on the main issues before them. They had finished the week with an absolute zero for acconiplishment. Old Trouble Spot The deputies for Germany this morning hit an impasse over an old allied trouble spot—Albania. Both Russia and France insisted that Albania be allowed to take part in any kind of consultative and information body of small nations set up to parallel the Big Four German treaty drafting. The United States and Britain objected just as strenuously... Finally the whole question of participation by small countries was blocked, while the Albanian question was referred to the ministers themselves. The Austrian deputies were deadlocked over German assets in Austria. The Russians claimed that the assets they had under “protective custody” already had been

Aid Truman Plan

WASHINGTON, March 15 (U.P). ~President Truman disclosed today he has received assurances of oooperation in the United States proposal to ald Greece. The assurances have come from both the Greek government and the opposition party in the Greek parliament. In a statement made public by the White House, Mr. Truman disclosed he had received “warm and appreciative messages” from both Prime Minister D. Maximos and from Themistocles Sophoulis, leader of the parliamentary opposition. “These two statements,” Mr. Truman said, “bear witness to the fact that all of the Greek parliament— including the opposition as well as those parties now represented in the coalition cabinet—are prepared to co-operate unreservedly with the United States government “in its desire to assist Greece in restoring ‘those basic conditions of economic stability. and. internal order which will allow the Greek people to build their future in peace and security.” Senators Plan Questions The President called upon Greek | rebels to accept “with confidence jie amnesty which the Greek gov{ernment is extending to all except those guilty of crimes against the common law.” The White House announcement was made as senators planned to deluge the administration with questions. They want to know what | projected aid to Greece and Turkey means to the future of the United States. The questions were being framed at the invitation of Chairman | Arthur H. Vandenberg (R. Mich.)
