The utility earned $6,297,739.79 from sales of by-product coke, or $1,217,645.64 more than it received from sales of gas which - totaled $5,080,004.14. Council sent its interrogatory to the utility two months ago. With it went the threat of a council investigation backed up by a court order unless a reply, was received. Seeks Some Control

The council has been seeking to exercise some control over the utility ever since it became interested - last year in the utility's profits as a source of revenue to finance the rising city budget. From that starting point, the council drifted into an examination of natural gas possibilities, after

plies for industry here. It discovered that it had no authority over the utility after utility officials, ever-fearful of a raid on their resources, resisted council's demand for $1 million in increased revenue payments. The utility pays $90,000 to the civil city and $70,000 to the school city in lieu of local taxes from which it is exempt by reason of citizen ownership.

Contributions Increased Under council pressure, utility executives agreed to raise the contribution to $140,000 for the civil city and $100,000 for the school city. The natural gas question then emerged. Councilmen charged that the utility had refused to purchase natural gas because it wished no interference in its profitable by-product coke business. The utility réplied that it was
