the hands of a legislative budget committee rather than set up a separate budget department. A bill to outlaw strikes in public utilities moved to its final reading

attempts at amendment. Arbitration Provided Introduced by Rep, George Edick (R. Plainfield), the measure sets up steps of arbitration, during which strikes would be prohibited. Rep. Edwin Haerle (R. Indianapolis) gained passage of a bill which had failed to pass the previous day. The measure would in-

+ stitute fair trade practices in the

liquor industry, The senate yesterday passed by 8 vote of 31 to 10 a bill to exempt municipally owned utilities from state and local taxation. The measure now goes to the house. Another bill passed by the sehate would place liens against the property of persons receiving old-age assistance.
