Mr, Bevin revealed that he had pleaded with former Secretary of State James F. Byrnes in Paris at the time of the foreign ministers’ conference in an effort to get him to dissuade President Truman from issuing the demand for entry of the Jews into Palestine. His pleas, he said, were futile.

The Truman statement, he charged, “spoiled” the talks then in progress with Jewish leaders in’ Paris. “I begged that the statement should not be issued™ said Mr. Bevin, “but I was told that if it was not issued by Mr. Truman a competitive statement would be issued by Mr. Dewey (Governor Thomas E. Dewey of New York). “I really must point out that in international affairs I cannot settle things if my problem is made the subject of local elections.” The house of commons cheered | Mr. Bevin's attack on Mr. Tru- | mans tactics.

‘Back Immigrant Plea WASHINGTON, Feb. 25. — Senator Homer E. Capehart (R. Ind.) today obtained the signatures of all members of the Indiana congressional delegation to a petition to permit entrance of 100,000 Jews into Palestine. It is addressed to President Truman, the state department and the senate foreign relations committee. The petition cites the Balfour declaration and urges England to live up to it Senator Capehart said he had not yet studied the matter of letting some displaced European Jews. into the United States and did not want to be quoted on that.

Machines to Tally 15 Pet. of Votes

Approximately one-fourth of Indianapolis’ mayoralty primary election returns May 6 will be tabulated by the old central counting system and the remainder will be machine vote totals, the state election board announced today. This arrangement will be necessary under provisions of a bill passed by the legislature and sent to the governor yesterday. The measure, when signed by the governor, will abolish the central counting system which has been used in the six larger counties of the state since 1940, Exception for Marion County The bill provided an exception for Marion county which does not| yet have sufficient machines set up for primary voting to supply all! 308 city precincts this spring. It provided for continuance of the central count here for precincts] where paper ballots are used. The Marion county election board | reported that it has 248 machines ready for primary voting. Since a dozen or more of the heavier city | precincts will require two or more machines, the -election board has | estimated that paper ballots will} have to be used in 75 to 80 precincts | on May 6. This will mean that all paper | ballots in the 75 or 80 precincts | must be brought down to Tomlinson hall for tabulation. |

“No matter how hard the cry for more money, the fact still remains that the mayors turned down a surtax and said they did not favor any
new method of raising taxes locally. “They have made it clear they came here for a handout and the barrel just isn't big enough.” The governor also told this morning's press conference a statement made in the senate yesterday that he favored the senate's anti-picketing bill was “correct.” Senator Palmer Edgerton (R. Jonesboro), author of the bill to outlaw blocking of entrances by pickets, stirred comment by stating before the senate that the governor favored his bill. The senate passed the measure. “I regard that bill as regulatory and necessary and do not consider it a punitive or restrictive measure,” Governor Gates said.
