such an economic collapse as this—- |

Need Stoeckpiles | Thus the first problem, after the present snowstorms cease and coal! barges and cars begin moving, will! be to create stockpiles. That means larger coal production or reduced’ consumption, or both. There is no possibility of a large rapid increase in the coal output. - Reduction of fuel and power to industrial consumers in a period of building stockpiles will disorganize and demoralize factories. It was precisely to prevent that calamity of partial paralysis that the government during the past’ year avoided industrial power-ra-| tioning and gambled on escaping | the greater calamity of complete’ paralysis which now has struck. It| was “a calculated risk,” as the gen- | erals used to say, rather than a lack’ of foresight or even political cow- | ardice.. The cabinet demonstrated | both foresight and courage by un- | popular bread-rationing during the ! same period. | Slow Meeting Emergency While much current criticism of Prime Minister Attlee and his cabi- | net is unjust, nevertheless it is true | that after the blizzards started! three weeks ago the labor govern- | ment was slow in declaring and | meeting the emergency. The test! now is whether it will move quickly {and boldly enough. If adequate power and fuel re{serve are to be built up in a year, a way must be found speedily to allocate industrial supplies more efficiently. This involves a better balance between essential and semi< essential industries. Many so-called light industries, especial electrical appliances and other such goods, must be robbed for the power stockpiles and the increased demands of export industries. At the same time the program for more economic use of fuel and power must be intensified. There must be faster conversion from coal to oil. But the battle probably will be won or lost on the ability of the socialist govenment to increase England's manpower—more | workers, especially in mines, and more production per man.
