Andersen of Minnesota, chairman of a subcommittee of the house committee on agriculture, thinks that we ought to keep all of this additional supply ourselves, and let the other 26 nations in the pool get along with {last year’s quotas. In evaluating this suggestion, those familiar with the situation point out that most of the sugar handled by the pool, aside from Cuba's, belongs to the countries {that use it. They could and would {keep that sugar even if the pool {were broken up.

Britain does get the available supply from Haiti—23,000 tons last year—and Britain and Canada divided the Dominican Republic's 443,000 tons. Our law (which is up for another extension, or revision, this year) limited Cuba to supplying 28.6 per cent of our market, On that basis, during the nineyear period preceding 1941 we took from her an average of 1,680,000 tons—almost 500,000 tons less than she provided for us last year, and almost 2,000,000 tons less than Andersen suggests we take from her this year. Unless Cuba ‘can get some firm assurance that we will continue to buy in such quantities, abandoning our traditional qudta limitations, realists do not see how she can afford to alienate the rest of the sugar-buying world by depri

KILL the Insurance BLACK MARKET Bills!

Worst bill in the insurance BLACK MARKET program which a few powerful Indiana insurance agents are frying to strong-arm through the State Legislature is House Bill No. 142.

It would make the ordinary car owner pay high MAXIMUM prices for HIS automobile insurance. It would let favored and influential car owners make SECRET deals for low cut rates on THEIR automobile insurance. It would require the Indiana Insurance Department to KEEP these price deals SECRET.

Loss of premiums due to SECRET ratecutting for the benefit of influential policyholders must be made up by all poli¢yholders in over-all higher prices for insurance. Thus the average policyholder carries a disproportionate share of insurance burdens. House Bill No. 142 attempts to legalize unfair discrimination, which is particularly harmful to the small insurance agent, the * small insurance company, and the average policyholder.

Something is radically wrong here. What is it? Several Federal laws—notably the antitrust laws and laws prohibiting discrimination and unfair practices—will apply to insurance after January |, 1948, UNLESS BY} THEN THERE ARE STATE LAWS REGULATING INSURANCE EFFECTIVELY.

The BLACK MARKET insurance bills represent an effort to escape Federal regulation “of insurance in Indiana, without any effort to provide the effective regulation which the President of the United States, Congress, and the United States Department of Justice have indicated is necessary.

They would make Indiana insurance regulation even weaker than it is now. Trying to | legalize unfair “discrimination and practices | | |

through the device of high public rates to the average buyer, and low SECRET rates to those wth influence, is a ridiculous attempt to fool the Federal government, when strict Federal laws prohibiting price discrimination and unfair practices already

Senate Bill No. 110, another BLACK MARKET bill, seeks to legalize SECRET rate deals for workmen's compensation insurance. Sen - | ate Bill No. 140 is an effort to make it difficult to get a license as an insurance agent in Indiana; it would claim the returned Gl as | its principal victim. All of them are BAD : |

These serious charges were made in this newspaper on February 4 by the Indiana Insurance Public Information Committee. The were made on January 30 in a PUBLI HEARING before the Insurance Committee of the Indiana House of Representatives.

Already, since that hearing, the president of one of Indiana's leading insurance companies has resigned from the Governor's Insurance Study Commission in protest.
