Women Charge Delay in Study Of Merit Bill

League Scores Legislative Tactics

The League of Women Voters today charged legislators with delaying study of the city merit system bill to prevent its introduction into the legislature. A spokesman for the women's group, Mrs. Alfred Noling, scored the delaying’ tactics, saying, “It is the obligation of the Marion county delegation . . . to introduce the bill and let it stand on its merits in consideration by the house and the senate.” The legislation would establish 8 merit system for hiring Indianapolis city employees. 4 ‘A Faint Suspicion’

In {ts charges the league declared that legislators have offered “flamboyant opposition,” but have countered all requests.for introducing the bill with the proposal that the bill be studied further. “There is at least a faint suspiclon,” sald Mrs. Noling, “that this proposal means that the study of the bill shall be continued . . . until the legislature. has adjourned sine die and the legislators have returned to their homes.” Mrs. Noling said the bill, which has the support of the chamber of commerce, is. opposed because it would end the political patronage system,
