Policy. Group To Study Measure

The Indianh State Teachers association bill to raise teachers’ salfirles in the state was introduced In the senate this morning. The measure is sponsored by Ben H. Watt, state superintendent of public instruction-elect and Robert H, Wyatt, executive secretary of the association,

The bill - advances the present minimum teachers pay from $1200 for teachers with two years college training in an eight months school, to $2000 for teachers with two years training in a nine months school. Salaries of teachers in the latter category teaching in eight months schools would be figured at eightninths of ‘the new minimum, or ‘approximately - $1778.

Kerr Introduces Bill

The new measure also sets a minimum of $2400 for teachers in nine month schools who have had four years of college training, and $2200 for teachers with three years training. Senator Paul W. Kerr (R. Elkhart), a member. of the Republican policy committee, introduced the bill, Present, laws provide that the state will pay at least 80 per cent of the minimum pay of teachers | and that the state board of finance may order this increased to 100 per cent. The board has authorized the 100 per cent payment of minimums for 1947 at a cost of $29,000,000 to the state. State Would Pay 100 Per Cent A change in the new law would require the state to pay 100 per cent of the minimum and would authorize the state board of finance to reduce this payment to as low as 80 per cent. A 100 per cent payment of minimums under the new law would cost the state $55 million annually, Members of the Republican policy committee were given a. preview of the bill yesterday by Mr. Watt and Mr. Wyatt and it was referred to a subcommittee for consideration. When he introduced the bill Sen-

Fiore State Rent Control

Leahy Says Bill. Is His Own Idea

By RICHARD BERRY Rent control became an issue in the state legislature today with 4introduction of a measure to set up

eral controls are removed.

The measure was introduced b¥ Rep. Tom Leahy (R. South Bend), who pointed out it was strictly his own idea and not connected with a similar idea under consideration by the state administration. Mr. Leahy's bill would automatically set up a state rent control agency the moment federal controls are dropped. It would be placed under a commissioner who could receive up to $6000 a year. Would Control Hotel Rents

A unique feature of the bill would be the return of control on hotels and transient dwellings, which already have been freed of federal regulation, The bill places a ceiling of 10 per cent on rent increases over levels of Jan. 1 this year. Governor Gates indicated his own rent control proposal was being studied by the attorney. general's

seek only enabling legislation to be used as an emergency block to runaway rent increases. The Leahy bill, on the other hand, would make establishment of a state rent control office mandatory in event of federal release of contrals. Local Option Referndum

Rep. Robert A. Hoover (R. Goshen) introduced =a measure which would put the controversial local option question to a statewide vote in 1948. Mr. Hoover's biil would provide a referendum on whether or not the 1949 general assembly should enact local option legislation. The bill was introduced, Mr. Hoover said, in an effort to clear some of the controversy. He expressed hope it would enable the legislature to know the sentimeht of the public through the referendum without actually placing a

Another measure expected to be introduced soon by Rep. George Henley, Rouse majority leader, will be designed to revamp the ¥“antiquated” state fair board. According to a Republican spokesman, the new bill is designed to prevent members from perpetuating themselves on ‘the board. It also will give all phases of agriculture a better chance for representation on the board. Under the measure, one member
