It was hoped that the troops might move 1000 tons of meat today. Officials admitted, however, that because of inexperience they probably would not get out more than 750 tons. Cold storage workers refused to assist the troops. Fish Market Snarled The cabinet had been expected to meet in the crisis but the session was canceled. Prime Minister Clement R.
