Halleck of Indiana then became Republican leader of the house, succeeding Mr. Martin, Outgoing Speaker Sam Rayburn of Texas became Democratic leader.
Balanced Budget Goal The senate was called to order by retiring Senate Secretary Leslie Biffle. This Republican congress is committed with the voters to economy, tax reduction and improved administration of government. The general financial objective is a balanced budget.
