P).— Veteran trainer Tom Smith, suspended by the New York Jockey club in November, 1945, has applied for a California license, the state horse racing board announced today. Smith was suspended for a year on charges of administering ephedrine to the horse Magnific Duel from Maine Chance farm. He contended that the drug was used only as a nasal spray and was administered by a stable foreman without his knowledge.
