Black Hand Gang Leader Revealed
U. S. Charges Group With Murders
NEW YORK, Dec. 20 (U. P)~— Frank Costello, ex-convict, slot machine operator and a kingpin of the New York underworld, was named by a federal official today as the boss of an east Harlem mafia, or black hand gang. The gang was held responsible for murders, wholesale drug peddling and other crimes in all parts of the country. Col. Garland H. Williams, New York supervisor of the federal bureau of narcotics, described Costello, a frequent creator of crime news headlines, as the “absolute racket master” not only of New York's Manhattan borough, but also of the state of Louisiana, where he was described as a long-time friend of the late Senator Huey Long. Mr, Williams' disclosure of the existence of a new, nationally organized mafla, or modern version of the black hand of Sicily, was made in connection with the smashing of two east Harlem dopepeddling rings estimated to have done a $2-million-a-year business. He said that the east Harlem branch of the mafia, of which Costello was the head, was a key cen~ ter of a nation-wide crime ring with local units in cities such as New Orleans, Kansas City, Chicago, Detroit, Buffalo, Tampa, Las Vegas and Los Angeles, Swank Apartment Costello, who, in addition to his other activities, is a big-time operator in real estate and lives in a swank Central Park West apartment, was born in Italy” 55 years ago under the name of Sevarria. His last prominent appearance in the news was last month when he lost another round in a long legal battle to recover from the city $27,000 which he said he lost in a taxicab on June 14, 1944. Earlier, the court of appeals ruled that Costello's right to the money, the source of which he refused to reveal, must be decided by a jury and the trial probably will be held early next year. Mr. Williams said that, besides Costello, leaders of the new mafia are “individuals in our principal cities who are powers in their communities and, under the cloak of seeming legitimacy, are actually the directors of vicious crimes.” “These leadérs meet annually, usually in Florida,” he said, “and there agree upon policies for the control and correlation of their various criminal enterprises,”
