By PHILLIPS TALBOT | Times Foreign Correspondent NEW .DELHI, India, Dec. 12.-wAn independent, sovereign republic is} expected to be declared the goal of the newly launched constituent assembly. I Quick action on such a resolution, which duplicates the All-India National Congress party's policy, is being urged by Nationalists, who are eager to reject promptly British suge gestions that India might become ' a dominion like y Canada’ or AusMr. Talbot ia. : The future India envisioned by Congress party-dominated policymakers is free union of the provinces now included in the so-called British India with the princely states and any other willing areas, such as the frontier fringes. All power and authority, according to this declaration, will be derived from the people. The document also promises safeguards for human rights, as well as individual and .class freedoms. Foresee Federal State
Taking a leaf from the historyd of the United States, the planne foresee a federal state in which the basle residuary powers will be kept by Individual units, with delegated and “inherent” powers given to the central union. This plan calls for no immediate declaration of ‘independence, to be compared with that of 1776. It reflects, however, the independent mood noticeable in today’s speeches, which were uniformly defiant of possible future attempts to better the sovereignty of the assembly. While regretting the absence of the Moslem League, several members of the assembly made it cl that they will not accept the la of a “Hindu convention” which has already been pinned on the chamber by the Moslem League press. A precedent was eonfirmed vesterday, when Dr. Rajendra Prasad, the veteran All-India Congress party leader who was unanimously elected chairman of the assembly, gave his inaugural address in Hindustani. That and English will be the common languages of the house.

P.).—A former Sing Sing convict who “knows what it's like to live in cramped spaces” tonight offered a fully-furnished apartment to a deserving veteran, The Sing Sing Santa Claus is a designer, James Mont, 46, who got out. of the New York state prison a year ago with 20 cents in his
pocket. In the intervening year Mr. Mont went into partnership with the man who “sent him up,” hired his parole officer and opened a swank furniture factory which has netted him a sizable fortune, Mr. Mont has offered a one and a | half room apartment complete with | everything—=a wood burning fireplace, $4000 worth of furniture, a completely stocked pantry and refrigerator, even a decorated Christmas tree. The only thing lacking is an ocoupans. For Mr. Mont that's the hard part. He wants to be certain that the veteran is really deserving.
