Campaign Started

In the Jan. 19 elections governors for the 21 states and a third federal senator from each state will be chosen. Mr. Vargas has started his campaign and has bought another big newspaper, Democracia, in Rio de Janeiro. A new angle is that the Labor party may run joint candidates with the Communists in some places. Some observers think Mr, Vargas is using this threat of joining up with the Communists as a bargaining factor with the government, and even with the army. If he makes a deal with the Communists, it will be with Luis Carlos Prestes, whom he kept in prison for nine years. Mr. Prestes, however, is ready to co-operate, The Communists themselves are better organized and campaigning
