Inadequate sewage facilities and water supply on the West side, problems that have plagued residents there many years, were being tackled today by a determined group. Led by members of the Wayne American Legion post, this group is pressing for an extension of city water- mains to provide health and fire protection to a growing community of more than 75,000 persons. Is Reassured After WASHINGTON, Nov. 20-It Is
up to the White House or the state department today to say whether Andrew Jackson Higgins could or should be prosecuted under the famous Logan act. The Logan act was enacted in 1799. It forbids a United States
citizen to engage, without authorization, in correspondence with a foreign government for the purpose of influencing United’ States foreign policy. At least one state department official is convinced that Mr, Higgins violated the law in his handling of a communication received from President Juan Peron of Argentina, Mr. Higgins is the spectacular New Orleans manufacturer of wartime PT. boats and similar craft. He has now practically heaved a brick through the state department window.
