Commons Vote Shows Deep Distrust of America.

By LUDWELL DENNY Sqripps-Howard Staff Writer LONDON, Nov, 20.—Anti-Amer-jcan sentiment in Britain is much wider and deeper than is generally admitted, . This is revealed by the current parliamentary showdown, nominally. aimed at Foreign Minister Bevin but actually a Labor-leftist attack on America. Similar distrust of the United States by Tories, Mr. Penny from a different angle, is shown in discussions on imperial trade preferences. Reports which picture Monday's parliamentary vote of 353 to 0 as a great government victory against the Communist and fellow-traveler rebels are misleading. This apparently overwhelming vote actually was small comfort to the government, And the revolt was not pro-Russian but anti-American. The mistaken idea that this is a Red mutiny arises from the circumstance that the movement was joined by two Communist members of parliament and about a dozen fellow travelers. Russia obviously profits by such disunity here.

Nevertheless, the revolt was started and led by bitter critics of Communists and of Russia, such as R. H. 8. Crossman, Labor member for Coventry. Most of their supporters have the same attitude. The point is that while they hate Russian totalitarianism, they now fear U. 8. capitalism more because of the Bevin-Byrnes tie-up. This form of left-handed British isolationism in the name of socialism, is as naive as Prime Minister Attlee described it. But for Americans to dismiss it as a Red plot or as the vagary of a small minority is as risky as it is inaecurate. Only 60% Voted The size of the movement is measured by the 154 abstentions by Laborites when the government was put on the spot. Only 60 per cent of the Labor party voted despite the strong efforts of the government to prevent abstentions. Even allowing for a few legitimate absences, the opposition is large. Indeed anti-American strength is even larger than Labor absentions indicate.

Some voted for the government who agree with the rebels about the United States, but they refused o “stab Mr. Byrnes in the back” while he is in delicate diplomatic] negotiations abroad—and refused | to give aid and comfort to Russia. Rebels Include Key Men

Other anti-Americans voted for the government rather than weaken the party or risk punishment for party disloyalty. Adding “all these together it is estimated that half of the Labor party is distrustful of the United States and of close Anglo-Ameri-can co-operation. These rebels include some key | men, such as members of the party’ s| national executive board and four parliamentary secretaries to cab- | inet officers. Though it cannot be proved, there is- general belief that some cabinet members themselves approve the movement.
