Penalties, such as loss of bargain-| ing rights, could be invoked to] back up the court's verdict. i Senator Ferguson, a former circuit judge, has been working on | his proposal for some time. He said | “the safety and the health of the | " people” require last-resort settlement of public utility disputes by court decision, ‘rather than strikes. “Neither labor nor management should be able to tell a community, ‘vou can't have light, or heat, or water’,” he said.
