Labor Government, Hesitant To Move Alone, May Appeal To UN for Worldwide Boveott
By LUDWELL "DENNY Scripps-Howard Stat Writer
LONDON, Oct. 80.—There is growing public pressure
here for .the government to. Franco Spain. Unless the British delega-~ tion at the United Nations meeting takes advantage of the made by Secretary General Trygve Lie for international measures, the cabinet here will uffer in parliament and in the ‘country. Between the tory group on the right, which wants nothing done until a new monarchy under Prince Juan can be substituted for Franco, and the small Communist and fel-low-traveler faction on the extreme left, is a large decisive middle
group. This middle group has become increasingly critical of the government’s do-nothing policy. 3 Last ‘week's unexpectedly large vote on the Spanish issue by the Trades Union Congress, parent and chief financial backer of the labor party, probably is representative of the attitude of the government party. Fear Russ Might Profit While a general blunderbus resolution, pro-Russian and anti-Ameri-an, was defeated by a three-to-two argin, a specific Spanish resolu~ on carried four to one. The resolution demanded that Britain break diplomatic and economic relations with Franco. Hitherto Prime Minister Attlee and Foreign Secretary Bevin have been able to postpone a party revolt on this issue. They have done this by verbally condemning Franco but at the same time explaining They desire to unseat the Fascist regime

Behind the failure of the labor
E government to move effectively
against Franco are several fears. One is that Russia, whose fifth column is most active in Spain, would profit at the expense of the people in event of civil war. This apprehension is shared by WashingAnother fear is that non-Com-munist Republican parties are too divided by personal jealousies and rival panaceas to offer the muchdesired stable and practicable alternative government to totalitarian rule by Fascists or Reds. The same doubt exists in Washington, Opportunity for UN Boycott Moreover, the London government thinks Britain cannot afford to sacrifice esseritial iron ore imports from Spain — not to mention the Spanish market for British exports. A grave steel shortage exists here, gpardizing the re-stabilization and covery program.
might reduce the British iron and steel production by 15 per cent. Thus for many reasons, Mr. Attlee and Mr, Bevin are unlikely” now to take action in the name of Britain alone against Franco, as demanded by the Trades Union congress. But the question is whether they will move for international boycott of Fascist Spain. That is the opportunity offered by the United Nations machinery. There is not the same danger of

a United Nations action boomeranging in France's favor with the Spanish people as would be the case in British or other bigapower interference, Moreover, United Nations inaction has a bad effect on its reputation in Europe and Latin America, and by default leaves Russia posing as the only anti-Fascist leader.
TEEN-AGER HEAD WARNS CHILDREN
Teen Canteen members were cautioned today to “have fun at their Halloween parties throughout the city tonight but don’t destroy property or indulge ‘in ‘kid-like’ vandalism.” The word of caution came from Marvin Snodgrass, president of the city Teen Canteen council, as clubs made final préparations for parties tonight. The Irvingteens will dance to music of Jack Shannon and his band in a “blue jean hop” directed by Benny Brown, Davy Holtsclaw, Tom Dwyer, Roy Virt and Harry Stewart. A Badie Hawkins day dance will be held by the Boggieville group at First Presbyterian church gymnasjum, directed by Basil Zilson. Eagle Creek teenagers will hold a “juke box jump” and the Southside Smoothies will dance at Southside center following a greased pole climbing contest. Keystone Kanteen will hold a frolic at Keystone Community center. Others scheduled include a spook party by Bug-A-Boo Inn at Rhodius, and parties at Hill, Northwestern and Douglas centers.
