HOSPITAL ISSUE GETS ATTENTION
‘May Be -Substitute for, Social Medicine.
By PAUL. LEACH , Times Sp&Sial Writer * WASHINGTON, Oct. 31, — In a few months civilian hospital con-! struction is going to be big stuff all over thé country. Whether we'll stop with the $1,-| { 125,000,000, five-year program now | | beginning to.shape up, or boost the! [ante to around $6 billion, and | whether hospital building ultimately will take the place of agitation | {for compulsory ‘ health insurance, | |are offshoot questions. They are interesting, especially to | {the medical profession, which wants {hospitals, but screams against so-| |clalized medicine. | | $75 Million Authorized Yearly | The last congress provided a hos~ |
{pital survey and construction act. |
{It authorized ‘the spending of $75 {million annually for five years. The | condition is ‘that states must put {up $2 for every $1 Uncle Sam pro- | | vides, $1,125,000,000 in all. { | But congress actually appropriat- | fed only $3,250,000 to be doled out | for planning costs. Construction ap- | propriations come later. Congress {also set a deadline of next Feb. 13 for public health service to set up, and have operating, regulations for| passing on proposals to be submit- | {ted by the states. The law is vague!
‘‘
{and the legal groundwork is taking much time. te
Meanwhile, since the medical pro- | fession has been expecting throughout the war period that, come peace, the hospifal aid act would be| passed, it has had the states un- | officially working on surveys of hos- | pital and health center needs. 20 States Finish Surveys
Twenty states have finished their surveys, 20 more have them under
way, and the other eight are think-| ing about it. | Approval by the public health service will depend upon the greatest relative need. Hence those reports and plans are going to begin rolling in to Washington as soon as the public health service is ready to receive them. When you figure that two-fifths of the nation's counties lack modern hospitals, and| doctors and surgeons settle down for practice where they can be within hollering distance of a hos-| pital, you can estimate a pretty big, demand for federal help. $4 Billion Required Before War Dr. Thomas Parran, U. S. surgeon | general and chief of public health! service,” estimated before the war that the nation would have to spend |
about $4 billion to catch up on its hospital bed needs. | The veterans administration, only | Yauthority which has beén build-| ing hospitals since V-J day, esti-| mates costs are up 35 per cent since | 1841." The need is greater now than | it was before Pearl Harbor, So, big question is, when those need estimates and matching fund | requests start rolling in, will congress revise its thinking from a $1,125,000,000, five-year plan to $4 or. $6 billion—or what?
