Seeking re-election to the court, { Judge Bowen said that though the directives of New Deal agencies have, in many cases, the force and effect of law, there is not even always provision for judicial review. “When controlled administrative agencies perform both the functions of court and -prosecutor -it is a mockery of justice,” Judge Bowen said.
