Now Chiang: {armies are with- | in eight miles lof Kalgan itself, and Gen. Chou |En-lal, China's No, 2 Communist, {has issued a warning that if government forces attack Kalgan it |will lead to a “national split.” |" Communists won't attend the assembly by appointing delegates |while the Kalgan drive still goes forward. Refuses 10-Day Truce Halting of the Kalgan drive is the [price of Communist participation in any negotiations. Gen. Chou has refused a U. 8. | proposal, accepted by Chiang; for a 10-day truce in the Kalgaf® attack. He insists any truce must be of |indefinite duration. | Gen. Chou seems to favor some- | thing less than a war when a Com- | munist-held city is threatened. But he overlooks the several months the Reds were attacking Tatung. Negotiations Fail

Chou demanded a “cease fire” order by the government before continuing the discussions. Chiang Kai-shek countered with a demand that the Communists evacuate certain rail centers, where | freight stoppages were disrupting | Chinese economy. | A stalemate ensued, and Chiang has cleared 50 rail points of Com=munist interference, including Tatung, which is a strategic North Shansi junction point. Not Combat Soldier | ‘Gen. Chou is not a combat soldier, but he issues three communiques to every one put out by the National government, and holds almost daily press conferences. Currently, these Chinese peace negotiations have bogged down over ithe: Communists’ demand for a | “Russian veto” in the coalition state { council which they have been in- | vited to join. | The projected council is to have |40 members, and Chiang Kai-shek ‘has offered the Communists 13 | seats, and the leftist “Democratic | league” four, want 14 Places The Communists want 14 seats for {their party and provision that 27 |votes be required for all important decisions. | Doubt has been cast upon any {workable agreement between thg | government and the Communists, however, by publication in the | United States of what purported to {be a document issued by the polit|ical bureau of the Chinese Com!munist party, which came into the possession of the American China Policy association.
