By PAUL R. LEACH Times Special Writer WASHINGTON, Oct. 8 —Bureaueracy today is bitterly engaged in its perennial shadow boxing with government economy. On the surface more real body Blows than in many a year are being aimed at payrolls as obese as the circus fat man. : Congress gave civil employees a 14 per cent pay raise last May. This came on top of the five-day week. Instead of appropriating to meet added costs, congress told department heads to equalize by reducing personnel. The whole executive etstablishment is affected. Some bureaus are increasing. J Others will be cut by as much 86 75 per cent. Million May Be Cut Off
The total reduction sought by congress would be more than a million persons by next June 30. Departments and agencies are to be reorganized and refined further, following congressional acceptance early this year of two out of three White House reorganization plans. But what has been and is being done about the stacking of bureau upon bureau, function upon function, like the carved family symbols on a totem pole? Here is a current picture: Every cabinet department head, every chief of bureau of independent agency, has on his desk a new letter from President Truman, Acting under the reorganization act, also with the paybill in mind, he says: “In particular I wish to stress the , opportunities” afforded by the act

WASHINGTON, Oct. 8 (U, P,) — OPA said today that a 4-cents-a-can boost in the retail price of Atlantic sea herring and alewives, a fish of the herring family, will go into effect Saturday. The new ceilings reflect an increase to canners of $1.20 a case of 48 15-ounce cans. Simultaneously, OPA raised the price of salt codfish and salt haddock, hake, from 2 to 4 cents a pound.
