opus enforcement of federal and state laws designed to prevent their amisuse was negligible in Indianapwolis. prior to the current anti-dope ‘campaign. ww Previous to the past two weeks “there was but one federal narcotics agent assigned to the entire Indiana | district. And that single agent, Bernard Peterson, was himself indicted and arrested on charges of complicity in the narcotics racket. | No Trained Narcotic Squad The state food and drug division | has but one inspector detailed full- | time to checking thbusands of drug | outlets in Indiana. | Neither city nor state police have | anything resembling a trained nar- | cotics squad, although both are empowered to enforce the Indiana unifor drug act. (When the local dope | market was cracked, however, city | police did the job). Drug deaths here have been increasing steadily for the past five] years, according to County Coroner | Roy B. Storms. But it took a ma-| Jor crime upheaval to alarm the community into clamping down on its bootleg drug traffic. Other Drugs Risky Dope is only one phase of the problem. Certain other drugs, not | classified as narcotics, are extreme. | ly risky, too. Chief among these are barbituric “acid concoctions, better known among habitual users as “goof balls.” The “goof ball” family includes phenolbarbitol, amitol, veronal and | seconal, the latter sometimes re- | ferred to as “red devils” in the il- | Heit drug market. Prescribed legitimately, these lit- | tle pills are sold as sedatives or| depressants. But consumeq,- with | ‘liquor chasers, they haVe the effect | of wafting thrill seekers into a bil- || lowy numb state of utter indif- | ference where inhibitions are evap- | orated. {
Used as Hangover Cure
Some persons take barbiturates to soothe hangovers. This can be overdone—usually only once per individual. After that the individual! frequently is no longer an individual | but a subject for the margue. \ While “goof bah* jags are hy ho) means a general problem lochlly, they do crdp up in isolated cases, as records in the coroner's office will | attest. Recently, the number of | accidental deaths and suicides from | barbiturates has swelled to record proportions here, says Coroner Storms. Es
Barbiturfe acid derivatives are on the state food and drug danger list | and are supposed to be retailed on | prescription only. However, a few | unscrupulous druggists have been | selling “goof balls” at their own discretion. Generally speaking, their actions are motivated not by | criminality, but by sheer careless- | ness. And the state's enforcement | staff just isn’t big enough to put its finger on these reckless sources. Potent Stimulant Benzedrine, a potent stimulant, ! also can be obtained without pre-| scription in Indianapolis by those who know the ropes and the right |

In the field of narcotics, unscrup- | ulous druggists work hand in. glove with unscrupulous physicians. Both | types of offenders, of course, are much the minority in their rei professions. The over-! whelming majority of doctors and | pharmacists are scrupulously law- | abiding. But, as is the case in every | , there's a shadowy, illlicit

Bootleg Market Develops Some of the “junk” (dope) mar-| * keted here while the town was! “open” to addicts, was contraband, smuggled into the nation and packaged: by illegitimate, fly-by-night operators. Some of it was stolen | from pharmacies and hospitals. { Some was obtained through forged | % prescriptions. |
Some was diverted from registered | “sanitariums.” An appreciable amount came from | # U. 8B. army sources which, during | i the war, necessarily handled huge stockpiles. Naturally these stock- ' piles leaked, Whatever the outlets, an extensive bootleg market developed here.
