WASHINGTON, Sept. 26 (U. P.). —8elective service warned yesterday that all young men still must register for the draft on their 18th birthdays. They are not subject to call until age 19. A spokesman said this fact has led to misunderstanding and failure in some cases to register. Soldiers Block Roads: to Java ‘Berchtesgaden.’

By GEORGE WELLER Times Foreign Correspondent POENTEN, Java, Sept. 26.—Here at the pinnacle of Java's Berchtesgaden dwells the Indonesian republie’'s appointed, but still uhelected President Soekarno. Soekarno has gone into tempor ary inaccessibility due to talks being opened now with the Dutch. Soekarno heads the rebels’ rightist wing, which is opposed to a compromise with the Dutch. Here in this lovely mountain resort, Soekarno is resting with his second wife, Fatima, and their 2-year-old son, Mohammed Gundar (whose . second name~means “thunder”). Soekarno has no first name. Soe, prefixed to Karno, is a rebel salute meaning brother, Soekarno's Berchtesgaden has several qualities of Hitler's. besides journalists being unwelcome. It is located at Hotel Selecta in this 3000-foot-high village of Poenten, about 30 miles outside Malang. Selecta was a rare leave spot for American Fortress pilots who fought for the defense of Java in 1942 until their planes were destroyed. Soekarno's personal bodyguard, armed with machineguns and rifles, oversee all approaches and republican civil police watch the roads. “ Republicans seem to take seriously the assertion of the restless Dutch garrison in Soerabaja that it could take Malang in 12 hours, if released from what is termed the “fetters” ‘of British command. Main republican defenses consist of a tortuous, meandering roadblock system in Malang, with eight-foot walls of tree trunks filled with earth. Soekarno, troubled with low blood pressure and pernicious anemia, has a private villa on the mountain, about 500 yards above Hotel Selecta, with four house servants and four gardeners. Meals without meat or alcohol come from the hotel, which has been requisitioned, but not yet formally confiscated by the government, It is the only hotel in the republic still allowed to keep its pre-re-publican- name and European manager, who is ‘Swiss. There is a beautiful azure pool open to village children at 50 sen in Japanese money per swim.

2-DAY PARLEY OPENS ON UNDULANT FEVER

A two-day conference on brucellosis, commonly called undulant fever, was scheduled to get underway today at the Indiana university medical center. Representatives of medical and veterinarian professions and farm organizations will speak on combating the disease. The conference was called by the department of public health of Indiana university with the assistance of the state board of health, Purdue university, the bureau of animal industry of the federal department of agriculture, and the U. 8. public health service. Bpeakers for the two-day session include Dr. B. T. Simms, chief, bureau of animal industry and president of -veterinary science at Purdue; Dr. Carl F, Jordan, director of preventable diseases, Des Moines, Iowa; Dr. L. E.
