UN “Can't Decide Whether Spain ‘May Share.
By NAT A. BARROWS Times Special Writer LAKE SUCCESS, N. Y., Sept. 24. —Politics rears its ugly head in such a humanitarian world-wide
matter as control of narcotics. The scourge is ngw a source of intense interest to a sub-committee of the United Nations economic and social council, The question where politics enters is: Shall Spain be permitted to join a United Nations narcotics convenion? : Russia says no. Britain, raising the plea that control of opium, heroin, cocaine, morphine and other narcotics favored by drug addicts should embrace all countries, .says yes. Full Council Must Rule
With repetitious arguments suggestive of the security council, the Soviet representative opposes any attempt to include Franco Spain in such a world body. The sub-com-mittee, as a result, cannot progress on the point and the Spanish issue is to be thrown into the full 18-na-tion council. This narcotics sub-division of the economic and social council, actually is picking up where the League of Nations left off. The way here, as in the defunct League, is strewn with the pitfalls of vast financial considerations. Especially in the Orient, and with a subtle, if not open opposition from countries where the sale of narcotics is a huge source of political revenue,
