INDIA EXPECTS FAMINE ZONES

Lack of Food Ships From America Blamed.

By PHILLIPS TALBOT Times Foreign Correspondent NEW DELPHI, Sept. 20.—Pockets of starvation are almost certain to develop in India in October or November. Indian government food officials said this was a result of food shipment delays primarily caused by the American maritime strike. These officials are losing hope of receiving any American food grains in October owing to the long duration of the

strike and the length of the voyage to India, “Without the ' American grain scheduled for loading in September, we see no way of avoiding temporary local breakdowns in our ra-

ti6ning system,” said Dr. Rajendra Prasad, food member in the new Nehru cabinet. “India’s autumn crops won't Jbe ready to relieve the hunger until December and January,” he added. ~The summer-long fight to prevent eollapse of the food program looks, therefore, as if it may practically fail in the final two months, No foodship for India has yet cleared an American port this month, according to latest reports received by the government here.

NEW ELEMENT MAY HELP TRAGE CANCER

CINCINNATI, O.,, Sept. 20 (U. P.)—~Carbon 14, a new element, may be used to trace cancer to its source and may be the means of finding out which cells produce a malignant condition, Dr. Paul Aebersole said here today. Dr. Aebersole is director of the committee on human application of radio-active isotypes at the government’s atom bomb installation at Oak Ridge, Tenn. He. also said that radio-active phosphorous was a possible means of halting production of abnormal white cells that cause lukemia. Dr. Aebersole was in Cincinnati to attend thé 47th annual meeting of the American Roentgen Ray society.

LONDON, Sept. 20 (U. P).~— Guernsey island citizens, who have been under British jurisdiction for he last 1000 years, yesterday adopted English as their official language. Guernsey, one of the Frenchlanguage islands in the English channel, was attached to Britain during the rule of William the Conqueror, but retained French as the official language until today.
