Y,, Sept. 19. —Europe's wretched. hordes of displaced persons, aimless, idle, homeless, linger bleakly at the United Nations’ door-step awaiting some decision as to their fate. The outlook, at the moment, is hardly cheerful. Everybody on the 18-nation economic and social council expresses deep and moving sentiments about the plight of the more than one million D. P.s in Europe. But the exact manner by which they shall be repatriated—if repatriated at all—has snagged the whole problem, Who Will Pay? The question of finances has become a major obstacle. Who is going to shoulder the main burden of contributions after the United States chips in its promised 43 per cent of the total? Stripping away the careful | language in which their complaints | are phrased, the smaller countries, especially in Latin America, say in { effect that it really isn’t their prob- | lem and, therefore, they shouldn't | be penalized. | They complain that their per | capita income won't permit heavy
