* Trieste Statute Debated; Big Power Vetq Is Condemned.

By R. H, SHACKFORD ' United Press Staff Correspondent PARIS, Sept. 13—Britain’s First ‘Lord of the Admiralty A. V. Alex-| dander walked out of the peace conference military commission today. His action was a protest after the Russian Gen, Slavine accused him and U. S. Adm. Richard L. Connolly of representing “old fashjoned democracy.” Mr. Alexander's action came just pefore the commission voted 15 to 4, with one abstention and one abgentee, to invite Albania to express its views on the military clause of the Italian treaty. Mr. Alexander left a subordinate to cast one of the four dissenting votes, with France, the United States and Greece. Belgium abstained and Brazil was absent. Australia’s Col. William R. Hodggon earlier had injected a bitter attack on the “arbitrary, irresponsible dictatorial” use of the veto by big . powers into discussion of the Trieste problem by another commission. y Mr. Hodgson charged that use of the veto by the big powers had discredited the United Nations security council and “the is the body, inn ‘disrepute in the eyes of thes world, to which the Big Four would turn over responsibility for the free territory of Trieste. “The big power plans would give responsibility for the Trieste statute to a body in which the yeto could operate at every turn.” Mr. Hodgson opened general de‘bate on the proposed statute of Trieste in the Ttalian political commission. ; Molotov Attends Debate

OAK RIDGE, Tenn. Sept. 13 (U. P).—American Federation of Labor leaders today planned an NLRB protest against a run-off: election at Oak Ridge’s Carbide and Chemjcal Corp. which named the C. 1 O.)s Atomic Workers Organizing committee as bargaining agent. The A. F. of L. won the right to represent workers at the Oak Ridge atomic project's ‘Monsanto Chemical Co. in the vote count announced last night after a threeday ballot here. However, workers at the project's largest plant, the Tennessee Eastman Corp, voted to remain nonunion. . At the Carbide and Chemical Corp. the C. I. ‘0. had 1918 votes, A. PF. of L, 1893. A. F. of L. spokesmen said they would protest the “general conduct of the election.” At the Monsanto Chemical Co. A. F. of L’s Atomic Trades and Labor council polled 331 to 138 for the C..I. Os committee, which is a division of the United. Gas, Coke and Chemical Workers of America. Tennessee Eastman Corp. employees voted 3120 to 2503 against the A.
