And, if by some circumstance, the western powers should switch the Ukrainian complaint into an attempted investigation of Soviet activities on the Greek borders, well, Mr. Gromyko always has that veto stored away in his pocket. That's why a“Soviet satellite, and not the Russian member of the council, filed the complaint. Mr. Gromyko,
